QBE Strengthens Asia Underwriting Team With Senior Appointment
QBE Insurance has appointed insurance veteran Andy Tsui to a dual leadership role covering corporate underwriting in Hong Kong and Macau as well as People Risk across Asia, reinforcing the insurer’s regional growth ambitions and expanding its capabilities in workforce-related risk solutions.
QBE announced on Monday that Andy Tsui has joined the group as Head of Underwriting, Corporate for Hong Kong and Macau, and Asia Head of People Risk, effective June 1. Based in Hong Kong, he reports to Lei Yu, Chief Executive Officer of North Asia.
In his Hong Kong and Macau role, Tsui will oversee underwriting performance, operations and strategy across corporate product lines, working closely with the regional Chief Underwriting Officer’s office and product heads. He is also expected to hold local underwriting authority across all corporate business segments.
New Focus on Workforce Risks
Alongside his underwriting responsibilities, Tsui will lead QBE’s People Risk strategy across Asia. The initiative represents a new integrated approach that combines insurance, risk insights and advisory services to help companies manage workplace injury, employee compensation and health-related risks.
QBE said the offering is designed to support businesses as workforce-related risks become increasingly complex across the region, helping organisations strengthen resilience, improve performance and support sustainable growth.
Tsui brings more than 23 years of experience in the insurance industry, having held senior positions across underwriting, actuarial, portfolio management and strategic leadership. According to QBE, he has built a track record of driving transformation, growth and operational excellence throughout the Asia-Pacific region.
Expanding Regional Leadership Bench
Lei Yu described the appointment as an important step for QBE’s regional underwriting business, highlighting Tsui’s technical expertise, market knowledge and leadership capabilities. She added that his role in People Risk would help Asian enterprises navigate increasingly complex workforce challenges.
Tsui joins a broader strengthening of QBE’s leadership team in Hong Kong and Macau. Earlier this year, the insurer expanded the responsibilities of Christelle Poh, Head of Distribution, to include international and regional brokers alongside local agency and broker relationships.
Commenting on his appointment, Tsui said he was looking forward to helping deepen QBE’s market presence, driving innovation and delivering long-term value for clients and distribution partners across the region.
QBE has operated in Hong Kong for more than a century and has maintained a presence in Macau since 1985. The insurer provides a broad range of commercial and personal non-life insurance solutions across both markets.
